The Coalition Against SLAPP in Europe (CASE) and the European Center for Press and Media Freedom (ECPMF) are proud to announce the launch of the European Anti-SLAPP Monitor, a new online platform designed to monitor the transposition and enforcement of European standards on strategic lawsuits against public participation (SLAPP) at the national level.
This monitoring tool will monitor the progress of EU and Council of Europe member states, including Kosovo, in implementing both the EU Anti-SLAPP Directive 2024/1069 (deadline 7 May 2026) and the Council of Europe Recommendation CM/Rec(2024)2 on SLAPP claims, with the aim of supporting the development of strong protection against SLAPP claims in Europe. Governments and national authorities will determine appropriate legislative approaches for the transposition of these instruments, either through new independent laws, amendments to existing legislation or the inclusion of special sections in current legal frameworks. The monitor will ensure that all such development processes are accurately monitored and publicly reported.
The process of monitoring and collecting data on enforcement will be led by the ECPMF, a member of CASE, and a network of national legal experts. In addition, governments and national authorities are encouraged to contribute information about their efforts to enforce anti-SLAPP standards, supporting transparency and accountability in the process.
To help the public understand each country’s progress, the Monitor uses a clear categorization system that reflects the status of transposition and implementation. These categories include: “No Information”, “Not Started”, “Started”, “Delayed”, “Partially Implemented” and “Implemented”.
The European Anti-SLAPP Monitor is run by the ECPMF and is inspired by the EU Whistleblowing Monitor, developed by the Whistleblowing International Network. It is a key tool to support civil society, journalists, legal experts and decision-makers in protecting public participation and freedom of expression across Europe.
The monitor will be presented in more detail at an online webinar organized by CASE and ECPMF during the fall of 2025.
